Never had morning erections(normal t/dht) and childlike genitals. increased t/dht using clomid has no effect on morning erections. is it possible that supply of these hormones to the genitals could be broken/blocked. how does one test for that?

Blood flow: is basic to erections. Your hormones have been tested. Ask your doctor about testing your blood flow to the genitals. Peace and good health.
