No risk: You can catch another person's genital herpes ONLY by intercourse or other direct sexual contact (oral sex, genital contact without penetration, etc). The virus is not transmitted by hand-genital contact, and certainly not by contact with non-genital areas like the thighs or anywhere else. Dish soap would kill the virus, but there would be no risk even if you didn't wash.
