Yes indeed: Soap, perfumes, spermicides, etc can cause painful inflammation of the urethra (especially in women). However, infection is always a possibility. "Urethral syndrome" is the name often given to infection with UTI bacteria, but too few to count as abnormal on urine culture. Gonorrhea and chlamydia also can do it, if at risk for STDs.
