Ingrown hair?: If you are not sexually active, then it is most likely to be caused by an ingrown hair. A hair which is caught under the skin will continue to grow and curl up, causing the bump to get bigger until it spontaneously pops. If there is a long hair in the bump, pluck the entire hair out with a tweezer and then let the pimple dry and heal on its own. See a doctor if redness spreads.
