Get Checked: There are several conditions that can cause this, and it sounds like one called balanitis. Common causes are fungal infections, but can also be bacterial or allergic. You should see a dermatologist for a full evaluation in your case. You may try diphenhydramine (brand Benadryl) for symptoms until it is evaluated and treated.

I suspect a yeast: infection, possibly contracted from a female partner. It could also be a sexually transmitted infection, dermatitis (reaction to detergent/soap, etc), psoriasis or eczema, or friction from dry masturbation. Don't over wash, do use moisturizing cream, or even consider OTC clotrimazole 1% cream which would treat if yeast. If not better in 3-5 days, see a doctor. Avoid sex until better. Good wishes!
