Somewhat concerned: Redness and swelling are a sign of inflammation. Inflammation can be caused by a number of things. A few causes of inflammation are mechanical trauma such as friction from sex, staying chronically wet between the head (glans) of your penis and the foreskin, yeast infections, and bacterial infections. You should follow-up with a doctor if you think you have a infection.

Glanular adhesions: Adhesions of the foreskin to the glans (head) are usually the result of chronic irritation or inflammation. If the foreskin cannot be retracted, it may be advisable to have a circumcision.

Yes it is: In all normal boys, their penises come covered by their foreskin. That is the way boys are made. They are naturally born that way. As boys grow bigger and older, and go through puberty, the foreskin becomes looser and is able to slide back over and off the glans (head of the penis), which is necessary for cleaning. One's doctor can help if a guy did not get his foreskin to loosen during puberty.
