He has the STD NGU: Any discharge from the penis almost always is an STD. The most common cause is nongonococcal urethritis (NGU). Chlamydia causes about 30% of NGU cases, so your partner is in the 70% for whom the exact cause is unknown. He still needs treatment, and you need to be examined, tested for common STDs, and treated.
