Not likely: The lowering of dose you describe is not significant. It is possible that the pills aggravate preexisting anxiety. It is unlikely to create anxiety from scratch. However, there are much lower doses than what you described. Ultra low-dose pills have 10 µg, while the NuvaRing (vaginal) is 35% lower than typical low dose 20 µg pills. It is worth a try.
