Poor hygeine: Phimotic foreskin is tight and either difficult or impossible to retract making penile glans & inner foreskin difficult or impossible to clean. Also smegma (whitish material composed of sloughed skin cells) collects under the foreskin, causes irritation which can lead to inflammation. Inflammation with or without infection of glans penis is balanitis. Smegma does not collect on a circumcised penis.
