Phimosis & balanitis: Phimosis means a tight foreskin, i.e. either difficult or impossible to retract. Balanitis is inflammation of head of penis, usually under a tight foreskin. Bumps under foreskin can be collections of smegma (collections of dead surface skin) due to inability to retract foreskin for adequate hygiene. Best to consult urologist, as circumcision may be necessary.
