Topical creams: There are no pills one can take for this. Treatment includes very gentle retractoin of the foreskin possibly in addition to topical steroid creams for a short course. If these measures fail, a circumcision is usually required.

Topical steroid: Cream such at betamethasone, applied twice a day for many weeks. Unfortunately, phimosis can recur after treatment finishes in many cases of initial success. There is certainly no oral medication which can be taken

Betamethasone: Betamethasone cream has be used very effectively for treatment of phimosis in children and adults. It is safe, easy to apply and cost effective. In most published protocols, it is used twice daily for up to 4 weeks.
