Yes: There are many skin lesions that can present in this area that are not hpv or a sexually transmitted disease. These are generally benign lesions of the skin that generally require no treatment, especially if they have been present for many years. If there is any doubt, a simple office office visit to your physician will determine what type of lesion it is.

Yes: Best thing to do is to see a dermatologist. For example there is a benign condition called pearly penile papules which is seen on the head of the penis which some men can have. It can be distressing to men and look like warts.

Folliculitis: There are various skin conditions that can cause bumps, that are not hpv or an std (sti). A common one is an infection of the hair follicles. It is not sexually transmitted. It may clear with hygiene and using an antibacterial soap. You may need to see a doctor to determine what they are and the treatment.
