Eczema: This could be suggestive of eczema on the scrotum. The genitals are a common region to have eczema flares. Try moisturizing the area with a cream based (not lotion) moisturizer such as cetaphil cream or cetaphil restoraderm. If this does not clear it up, see a dermatologist.
