It does work: However, politicians disagree (and i think this is a reasonable diagrement) about whether someone should be forced to be immunized against a sexually-transmitted disease that poses no danger to non-sexual contacts. This is in contrast to measles, whooping cough, and others which require herd immunity to keep serious disease at bay.
