Small red dry fleck from anus sometimes..mostly when pooping.. the fleck is like chilli powder and does not smear on paper..does this seem to be blood?

That is unclear: If you have hydrogen peroxide solution and it immediately reacts turning the redness to clear, then blood is more likely. Even so that doesn't prove that these things are blood. If you can see a doctor, he or she can perform an exam and test your stool for blood. That is probably the safest thing to do.
