Many things: While herpes is always a possibility so is trauma or another type of infection. Ask your doctor what he thinks and if he doesn't know suggest testing.

Testing?: Did your doctor do any testing? It could just be an irritation from friction… Did he/she tell you to put anything on it? You could always go get a second opinion.
