Gentle Now: A child of his age has no intellectual ability to know social etiquette He is pulling on his penis because it feels good. Many young boys do this. Your job is to not shame him but to gently begin to teach him when and where it is okay to touch yourself and where it is not. He is not committing a sin. He is a boy human and will learn quickly more appropriate behavior for social settings.
