Generally the first year of menses can be irregular and with some heavy flow. If she is getting really fatigued or pale, even she is not having her period then I would consider checking for anemia. If it is very disruptive and causing her to miss school I would consider possibly starting her on a birth control type medication to help regulate her cycles.

In the first year or so young women often do not ovulate, which is needed to pace the cycle pattern. This leads to excessive estrogen buildup of the womb tissue & heavier/longer flow at irregular intervals. If this disrupts her daily activities enough many OBGYNs would put her on a low dose pill for a year to pace her cycles. The pill was originally developed for the cramping/bleeding issues.
