See answer : The only std that remotely resembles your description is herpes (hsv): cluster of tiny blisters associated with redness which break, scab, and heal. Scabies: small bumps associated with intense itching and rarely just confined to penis. Dermatitises such as eczema, lichen sclerosis, psoriasis more aptly fit your description but usually respond to steroid. Consider eval by urologist or dermatology.
