No: Genital ulcers are not always due to infection. There are diseases such as behcet;s syndrome in which genital ulcers are common. They are also seen in reiter's syndrome although it is controversial if this is secondary to infection or not.

It's an STD unless: Proven negative. Herpes can take a long time to heal. Syphilis can also cause genital ulcers. Could also be traumatic. Bottom line is you must get it checked.
