May be normal: It's hard to tell what it is, I am not sure where you are sticking your finger anatomically. Your description misses any anatomical structures, so it's only guess what exactly you're touching. In most cases, there will be normal amount of skin (folds) around the vagina. In case of concern, you'd need a direct examination by a physician.

One look is worth : A thousand words. Go see a family doctor or a gynecologist or a woman's health provider and show them what you are asking about. Likely one look and they can tell you. That would be a good time for them to teach you more about your genital health and anatomy and safe sex practices. Only an exam can tell you if what you notice is a normal finding or a problem..
