Inner lip: Is usually herpes. Acne occurs in areas where you have sebaceous glands which are not located on mucosal surfaces like the lips.

No: They are entirely different lesions, with different causes, and different appearances. Please see your Dentist for an accurate diagnosis and treatment plan. What you are describing is probably neither a pimple or a cold sore, but is probably a Herpes virus lesion.
