Yes if not infected: The majority of sebaceous cysts are not infected and are stable lumps under the skin. If your cyst is acutely infected and draining, i would not advise swimming in a public pool.

Infected?: Is it open and draining ? Or just palpable under the skin ? You should be fine but others may not want to swim with you.
