i take testosterone shots 400 mg every 4-weeks, and i'm not getting a boost anymore, my last level was 464. what is causing the lag ?

Testosterone: First of all your testosterone level after supplementation falls well within the normal range. The "boost" you're referring to is not the goal of supplimentation. This is the allure of Anabolic steroids in general. Eventually, when your levels are consistently within the normal range, you just feel "normal".
