Concerning: Absence of the septum pellucidum is associated with optic nerve hypoplasia and developmental delays. Do the eyes shake (nystagmus)? Some crossing of the eyes is normal at this age, but constant deviation is not. Go see a pediatric ophthalmologist for an evaluation.
