Don't wash off: Topical steroid cream is usually rubbed in and left on. If you have a very thick layer that isn't absorbing, you used too much cream.

Steroids: There's no need to wash off a steroid cream, if the correct one has been prescribed for the correct body area. You need to ask your dermatologist about this because he or she has the specific frequency of application in mind and probably wrote that on the prescription.
