Multifactorial: There are many different causes of hernias among patients, and even a single patient can have different causes at different times such as trauma, infection, and pregnancy to name a few. Underlying all causes is thought to be a genetic predisposition that causes an abnormality in the connective tissue that's makes up the abdominal wall. Hope this helps!

The same as in males: Inguinal hernias can be congenital, acquired or a combination. In women, the congenital hernia is a result of the descent of the gubernaculum testis into the labia majorum, an acquired hernia is the result of a tear or general protrusion of the fascia of the "floor " of the inguinal canal.
