I read that chronic dry eye, conjunctivitis or blepharitis can be the underlying cause of rubeosis iridis. if obvious causes are ruled out, could this be a possible cause?

No: These are absolutely not causes of rubeosis.

No: These entities can cause a chronic red eye, but not rubeosis (which is abnormal growth of blood vessels on the iris).
