Just area needed: If implants are planned just for one area, then a 3d image is needed just for that area.

Yes: There is technology available referred to as focus field cbct. Most larger radiology groups or oral surgery groups will have a full head ct scanner...This is a more expensive scan because it will have to be interpreted by a radiologist due to the large field of 3d information captured. For minimal exposure, research and choose a periodontist, endodontist, or prosthodontist who uses cbct.

Absolutely: Yes it can. No need for more than that side including the area up to the corner to include the inferior alveolar canal (nerve) space and the mental foreamen and anterior loop. These are critical anatomical landmarks which delineate the safe area in which to place implants.Best of luck. Choose a prosthodontist for your restorative treatment and to captain the team.
