Can enroll Oct. 2013: The affordable care act (health care reform or obamacare) was a federal law passed in washington in 2010. Additional state laws have passed since that time, to actually do the improvements required under the federal law. Improvements mean millions of americans can enroll in insurance plans at health insurance marketplaces or exchanges, beginning in october 2013. Their coverage begins jan. 1, 2014.
