You Must: You have hypogonadism. It could be primary like klinefelter's syndrome;testicular lack of testosterone and more. Or secondary like due to kallman syndrome; pituitary dysfunction and more. You need thorough endocrinology workup for diagnosis and treatment.

Sense of smell: If absent you may have kallmans. The treatment will be injections of either HCG or testosterone. The hcg is every other day testost is longer like twice a month. You can use testosterone patch gel and gum . See endocrineologist and have blood levels drawn fsh lh testosterone free and bound that will give you a better diagnoses.

YES YOU CAN: Yes you can and you should as you have other signs which suggest that you may be deficient in Testosterone like you have Gynecomastia and Hypogonadism
