Call 911: You really are way too young to be saddled with this type of serious decision. Always err on the side or safety. If the person refuses care when the emts arrive, that is their perogative. However, chest pain and so can be a sign of a serious cardiac problem, including a heart attack. You should not be the one to determine if emergency help should not be called- always err on the side of safety.
