Is it a wheat allergy or gluten intolerance? after consuming gluten (5-10 minutes) i get abdominal bloating, gas, dumping and rash on arms.

Could be: See doc; get tested. Start with history, physical exam, and screening blood tests re: celiac sprue. May need endoscopic biopsy to confirm the diagnosis. Hla (genetic) testing can help exclude the diagnosis in questionable cases. Symptoms may be caused by other conditions as well.
