Inside: Discs are way inside. Even if they bulge, you can't feel a lump from the outside. Must be something else. Possibly a lymph node?

Bulging disk: You will not be able to feel a bulging disk in your neck as the lesion is too deep to feel. The lump in your neck is likely muscle spasms, a reaction from the disc causing irritation to the nerve.
