What is it? i have neck lump or bulge, it doesn't move feels like it's a lump attached to a bond and feels a as hard as a bone would, doesn't hurt

Depends: It could be a bone, a bone spur, a cyst that is adherent to (stuck) to a bone beneath it, or something else. The fact that it not painful and not mobile would warrant investigation if it is new.
