Could a total hysterectomy operation damage the ureters at the top, closer to the kidneys?

Probably not: The ureters are close to the lower uterus and cervix. Near the kidneys they are much farther from the uterus and therefore less likely to be injured. If the uterus was extremely large (like 5-6 months pregnant) it would be possible.
