Possible blocked: Tear duct but not possible to tell for sure without ophthalmology exam. See oculoplastics preferably.

Tender lump: so many possibilities. could be cyst or other benign tumor or grown such as Keratoacanthoma. low possibility but could be cancer like squamous cell. only way to know for sure is biopsy.
