Exposure therapy: While I have not heard of the term "fear elimination" therapy, it sounds like a form of exposure therapy, which remains the primary treatment for phobias. It involves teaching a person to use coping skills in order to handle feelings of anxiety. Then, those coping skills are practiced and used as the person is slowly exposed to the thing or situation that provokes the anxiety.
