Pain in legs: Check with your doctor to make sure you dont have perpheral vascular or arterial disease. In addition get a blood test to make sure you are not anemic because you could have restless leg syndrome.

Neuropathy?: It is unclear if you have a circulation problem or neuropathy. An in office exam would likely help. Either way there is something wrong....
