Moving veins: The veins are the most superficial blood vessels on the hand. They are in a loose tissue layers that allow them to move back and forth slightly with hand motion. It is not abnormal. Don't worry.

Normal: Veins on top of the hand are superficial and held in place by the surrounding tissues (skin and fat). These tissues allow some movement so that the veins can actually move as you describe. This is normal and is nothing bad. The tickling sensation is probably due to the nerves in the area.
