Neither: They are not harmful generally. If it causing pain an attempt at aspiration can be done. You can cause additional injury with the book technique. If it remains problematic, then surgical excision

Not either: If it doesn't bother you then just observe it for now. Surgery is recommend if it bothers you and conservative treatment fails including aspiration by a qualified person.
