Not normal: Elevated eye pressure, causes compression of the arteries and nerves in the back of the eye with gradual loss of vision over time. The upper limits of normal is about 20 so 38 is very elevated and needs treatment. It could be termed dangerous; it is definitely something that needs lowering.
