Probably not: Unless the bumps itch, Hydrocortisone would not likely be helpful. If it is from an infection, Hydrocortisone may improve the appearance by suppressing the inflammation but potentially making the infection worse.

Hard to say: It is always hard to treat a rash without seeing it especially with such a limited description. How long has it been around? Is it weeping? Is it itchy? It could many different things but if it gets worse with Hydrocortisone then see your doctor.
