Prepatellar bursitis: Sounds like prepatellar bursitis. This may be from a minor injury or may occur spontaneously. Rest, ice, and anti-inflammatories are the mainstays of treatment for this condition. If your occupation requires kneeling consider wearing occupational kneepads.

? meniscus: Meniscus tears are common and they limit flexion (bending). It would hurt on lifting your ankle up to your buttocks as well. Soft tissue problems like that don't show up on plain xrays but can be diagnosed by an MRI or orthopedic examination.
