Urticaria angioedema: Many possibilities. Could be any medication, foods, chemicals in house, or sprays. Sometimes clothes, anything new in house, pets, . Write down everything you do and keep searching. Allergy test don't show everything you could react to. Even vitamins, eye makeup, cosmetics and soap could be causing problem.

Hives: I assume you saw an allergist, if not please do so. When steroids and antihistamines do not help, your doctor can suggest stronger medications. Their pros and cons should be discussed first.
