See dentist: There will be some redness after this kind of surgery. The area will be delicate and bruises easily if you hit it with a toothbrush. Be gentle with your toothbrush. See the dentist that did the surgery if you have questions or concerns about healing.

See a Surgeon Again: If i understand correctly, you had surgery to remove your frenulum under your tongue, and now it's still getting red and swollen occasionally? If that's true, you absolutely need to go back to the dentist or oral surgeon who performed the procedure. It sounds like that area has not healed correctly. If it's infected, that can be a very serious problem, even life-threatening. Go back for a check.

Another Possibility: it is possible that the duct of the Sublingual salivary gland became blocked. Have your surgeon check it out.
