Sinuses: This commonly occurs when you have increased mucus production from one of your sinuses. You have specific sinuses that empty into one side of your nose or the other and this gives you a feeling of having one nostril stuffed up.

Deviated septum : If only one side of your nose is consistently congested, you likely have a deviated nasal septum. You could also have a problem with your turbinates. Get it checked out by an ENT specialist.
