Could a head ct without contrast show inflamed blood vessel? i know an mri would be better for this but could ct catch it too?

No: A noncontrast head ct would not tell you the information you require about inflammation in the blood vessels - unless there was associated bleeding.

Unlikely: Unlikely. Evaluation of the blood vessels with ct is tough - and impossible without contrast.
