Yes: Hormones cause swelling. So when your hormones increase or decrease, swelling throughout your body occurs. The head has less tolerance to swelling. Any increase in pressure in and around the head will increase pressure on the greater occipital, supraorbital, and trigeminal nerve branches thus worsening your migraine. Migraine surgery is a very good, safe consideration to help your problem.
