Cyst wall : Because the cyst wall won't let the antibiotics penetrate.

Needs drainage: When you have an infected cyst, often it needs to be "opened up", so it can drain. That's actually more important than the antibiotics. Later on, when things have quieted down, have the cyst wall removed, so it doesn't re-occur.
